Establishing a bioprocess development laboratory

Biosafety, GMO & compliance

UK law requires a GMO risk assessment and HSE notification before a laboratory is first used for genetically modified work. Under the GMO (Contained Use) Regulations 2014 the sequence is: assess, classify (Class 1–4), get GM safety committee advice (Class 2 and above), notify HSE and have the premises acknowledged before first use, then operate. Work cannot legally start until HSE acknowledges the premises, and HSE inspectors can enter premises and demand records.1

Prime quoting rents reached £77 per sq ft in Q2 2026.4 In England, offices can switch to lab use without planning permission – although building works may still need it, and GMO containment still has to be designed in.5

Where rushed timelines break

Lease signed before the containment class is known – containment added after fit-out means rework, and work cannot legally start until HSE acknowledges the premises.
